Factual reports keep the distinction between facts and evaluations clear.Critical thinkers can support their evaluations.Evaluations can be conducted at various points in a project or at the end of a project. Some of the purposes of evaluation include: to improve a project of program, to find out how a program is operating, and to understand why a program does or does not work.
